Rancho de los Peñasquitos Town Council
STATEMENTS OF QUALIFICATIONS
Qualified voters are at least 18 years old and live in Rancho Penasquitos. PQ residency will be verified. Each voter may select 1 candidate from each of the 8 districts. The following candidate statements may be helpful in making your decision.
District 1: Adobe Bluffs
Ralph Peters (current Parliamentarian, attorney, cook)
I have been a member of the RPTC for 8 years. I am currently an officer of the RPTC, serving as Parliamentarian. I was previously Vice President. I have two sons who graduated from Mt. Carmel, and have been active in adult leadership in youth sports, as a Little League manager and a RPLL board member. I have been an assistant scout master with Troop 667for 14 years, and am active in my church.
Jerry Bouck (drop, roll and cover)
Familiar with Maslows’s Hierarchy of Needs and working hard to achieve the self-actualized level. I believe in PQ and its residents. I try to share as much of my time as I can as a volunteer for community programs.
Jackie Celo (fundraiser, homemaker, school volunteer)
As a mother of four children, who have all attended Poway Unified schools, I have great experience in communication, I am goal oriented, and I know a lot about the community. I have been a volunteer at a number of schools for over fifteen years.
District 2: Canyon View
Michelle O’Connor-Ratcliff (current VP, professor, lawyer)
Having served on the Town Council for 2 years already, I know how much can be accomplished in a short time, but I also know there’s a lot more work to be done. I’d like to continue the work I’ve been doing on raising community awareness of and involvement with the Town Council, especially through our fantastic schools, and help set and accomplish some new goals to make PQ even better.
Tom Zarzycki (current member, business developer)
I strongly believe in community engagement to keep neighborhoods safe, organized and appealing to current and future residents. Also, maintaining healthy relationships with local businesses and organization proves stability and sustainability of the community as well as inspiration for other activities within.
I am a Sales Engineer at Hamamatsu Corporation focused on attaining mutual business benefits and promoting technical solutions that meet my customers’ requirements. My technical background (I have Masters Degree in Microelectronics) helps me understand their needs and creates trust between various personalities.
I hope to assist the Council in any obstacles or future business
activities it has in mind to pursue.

District 3: Deer Canyon
Ramesses Surban (current member, law student, dad)
Hello, my name is Ramesses and I’d like to represent District 3 (Deer Canyon) on the Town Council. I have served on both the Town Council and the Rancho Penasquitos Planning Board since 2011.
I am qualified to hold these positions because of my intimate knowledge of this community and its neighborhoods. I’ve lived in PQ for over 25 years. My wife and I both grew up here. We recently bought our first home here in Rancho Penasquitos, and we plan on raising our two young children here as well. My motivation for volunteering to serve stems from the deep roots I hold in this community and in the investment I’ve made in its future.
I remember where this community came from, I know where it is know, and I have a vision for the potential it holds in its future. I would be pleased and honored to represent you and your family on the Town Council. Please vote for me. Thank you.
Karen Jette (scientist, mother, community supporter)
I have served on the town council the past year and have enjoyed being an active contributor to our community. I would love to have the chance to be part of this organization again and support initiatives to enhance our neighborhood. PQ is a wonderful place to live and flourish.
District 4: Los Penasquitos
Randy Arnold (manager, accounting skills, has time)
I have the ability to see things others don’t. This talent allows me to close my eyes and see situations from a perspective other than my own. Additional skills are accounting, budgeting and anything to do with numbers. Have assisted previous managers with annual budgets without receiving any credit for the work.
Kristine M. Custodio (paralegal, administrator)
If elected, I will bring my extensive nonprofit management, leadership and fundraising experience to the Town Council in giving back to our community. I also care deeply about education and was an adjunct professor for a local paralegal program for two years. I hope to encourage our town’s residents to take an active role in keeping Rancho Penasquitos a safe, fun and beautiful place to live, learn, work and play.
District 5: Park Village
Steven Tomich (current PQTC member)
As a resident of Rancho Peñasquitos for over 12 years, I have volunteered at a variety of community service events around the community, as well as participated in numerous trash cleanups in our local canyons. I also attended Park Village Elementary, Mesa Verde Middle School, and Westview High School, and would say that I am fairly involved in this community.
I am currently an upperclassman at San Diego State University, and am studying Criminal Justice. I have been selected to the Honor Roll numerous times, and my grades rank in the top 7.5% of my class. I am also on course to graduate early. I currently serve as an appointed member on the Rancho Peñasquitos Town Council, and am on the public safety committee. This experience is why I believe that I am qualified to be your elected Park Village representative on the Town Council.
District 6: Rolling Hills
Zachary Tanton (member, software designer, bus.analyst)
My education includes the completion of a Christian Life Studies Certification at Texas Bible Institute in 2004, a Business Administration Degree (AABA) from American Intercontinental University in 2006 and a Computer Information Systems Degree (BA) from National University in 2012. I am working on completing a Masters in Education with a specialization in education technology from NU at this moment.
My work experience includes 8 years of military service in aviation and database administration as well as experience in banking, civil aviation, and currently as a business analyst/software designer.
I believe my skill set, experience and dedication to making my community a better place will prove beneficial in my work with the Town Council and help raise the overall technological prowess of the council as a whole.
District 7: Sundance
Juliette Brockmann (PUSD teacher, property manager)
Currently appointed RPTC board member.
7 years in Poway Unified School District.
30+ years Real Estate & Property Mgmt/Maintenance.
13 yrs HOA Board member (Pres) specializing in Construction Defects litigation.
3 yrs TV News Journalist & Producer (News 8 & 10 News)

Armand Bryant (Financial Services)
I possess a B.S. in business management and a M.B.A. with a specialization in Project Management. I have been a resident of Rancho Pensaquitos since 1987. My professional background is in financial services, helping and advising individuals solve issues. I have had the opportunity to grow up in this community, participate in its youth sports and attend it schools. I have had the opportunity to see this area grow and evolve over time. In addition, I know its people very well. I know what this community needs and what its people want.
District 8: Sunset Hills
Cynthia Macshane (architect, community activist)
I have participated on the Town Council for the past 3 years and am the current liason to the Planning Board. I am a registered Architect and participate in code compliance issues.
Theresa L. Gonzaga (community volunteer, broker)
We are the first Council to reorganized the Rancho Penasquitos Town Council since 1992.
1. Was a committee Member for RP Landscaping and we did successfully did the medians of Carmel Mountain Rd, and Penasquitos Blvd. so nicely.
2. Communicating with some homeowners whose bkyard is facing the subject Rd. to cleaned up and clear some tress to look it descent at least for our community.
3. A Chaperone Mom for 6 yrs at the Mt. Carmel High School Marching Band and travelling with the Band all over the Hi Schools in different Counties , the East Coast and Japan for Marching Band Competition.
3. Organized the first RP annual Fiesta till the present.
4. Rep. of the Town Council for the RP Park Rec. Council till the present.
5. A Banker by Profession for 18 yrs in the RP Community.
6. Educate and raised 3 fine Boys in RP/Poway Unified Schools Districts and all got a Degree in S.D. Colleges.
Melinda K. Vasquez (Q/C Auditor, Mt. Carmel grad)
I am a community coordinator for the GoTeam in San Diego. I also volunteer through Voices for Children as a CASA. I am currently an appointed board member and enjoy helping out the community.
